A program initiated by the Gabonese government to accelerate the country's digital transformation, Gabon digital was officially launched this Tuesday, November 5 in Libreville. Comprising 4 components, the program is divided into 13 projects, is part of the dematerialization of the administration and seeks to position Gabon as a digital hub in Central Africa. These projects will be implemented gradually, with a first phase of 18 months.
This Tuesday, November 5, the Prime Minister of the Transition officially launched the Gabon digital program. Financed with the support of the World Bank via a loan of 44 billion FCFA, this project aims to reorganize the Gabonese administration, the country's digital infrastructure and its capacity to innovate. "The administration that was lagging behind the rest of society is preparing to take off in turn," said Raymond Ndong Sima recalling the vision that is based on it. Among others, increasing the efficiency and transparency of the administration, strengthening digital security, promoting innovation and digital growth, optimizing access to specific services. The program, recalled the Minister of the Digital Economy, Bonjean Mbanza, includes 4 components and is divided into 13 projects. In particular, the strengthening of regulations to guarantee data security, the construction of a data center that will host and secure government and private data, the establishment of a Computer Security Incident Response Center and the Security Operations Center, the establishment of a framework and platform promoting the interoperability of information systems, the creation of a Digital Population Register, the digitization of the civil status registration system, the establishment of a government portal.
Making Gabon a model of digitalization
But also, the establishment of national digital identity systems, the implementation of the digital payment system, the creation of a single social register, the establishment of a human resources management platform, the creation of an e-Passation platform and the creation of a monitoring and evaluation platform for external financing (FINEX) granted to the State. "Each of these projects is a cornerstone of our collective ambition, that of strengthening the efficiency of our administration, improving public services and making Gabon a model of digitalization in Africa," said Bonjean Mbanza.
The Gabon digital program, indicated the Director General of Aninf, also Chairman of the Technical Committee, plans to build two entities. One for attacks, the Operational Security Center and the other for the management of digital incidents. "But that's not all. We also have six pillars that will be integrated into the development of the digital transformation once completed," added Alberto Wenceslas Mouguengui Moudouki speaking of governance, regulation, digital culture. A PIN will allow everyone to have access to data.
"Today is the beginning of Gabonese digitalization," he said, referring to the creation of processes that will allow communication in real time. According to him, the projects will be implemented gradually and sequentially. "Some projects will be done in parallel because we only have 18 months for the first phase," he said.
