ECONOMY/GUINEA-Washington: When Mourana Soumah seduces the IMF and the World Bank [Ibrahima Diallo]

Efficiency and competence. These are the two pillars of the success of the recent mission led by Minister Mourana Soumah to Washington! A mission fully accomplished from April 15 to 20, 2024 in the American federal capital on the occasion of the spring meetings of the World Bank Group (WBG) and the International Monetary Fund (IMF).

In the presence of all these personalities of international finance, the hosts of these two Bretton Woods institutions with which the regime of General Mamadi Doumbouya so happily maintains close and regularly reinforced cooperation, appreciated the mastery of the files, the efficiency and the competence with which the Minister of Economy and Finance Mourana Soumah and his delegation approached the discussions during the 2024 session of the spring meetings entitled “Towards an inclusive recovery and sustainable growth”. Meetings which ended with the opening of a new chapter of hope allowing the new Guinean administration led by Prime Minister Bah Oury to pilot the country's economy with the support and accompaniment of these financial institutions based in the USA.

A blessing for the members of the Guinean government delegation led by Minister Soumah, and notably composed of the Minister of Budget Facinet Sylla, the Minister of Planning and International Cooperation Ismaël Nabé and the Governor of the Central Bank of the Republic Dr Karamo Kaba . A sigh of relief for all the other leaders of the Transition regime keen to contribute to the socio-economic development of Guinea.

To his interlocutors, the technocrat Mourana Soumah had to explain and give clear details on the nature of the evolution of credits in our country. This appearance of transparency in the management of growth with bi- and multilateral donors strongly impressed the supporters of Bretton Woods.

The spring assembly strongly encouraged the planning of efforts with precise statistics which define the serious nature of the good work carried out by the Guinean authorities who will benefit from the support and all the support they need to maintain in a more accentuated manner the economic and financial health allowing it to always remain at its best level in the evolution of the various growth indicators for a better balance with flawless harmonization for the achievement of the targeted objectives and the inseparable parameters of the realistic vectors in relation to real and intangible.

Under the leadership of the Managing Director of the IMF, Ms. Kristalina Georgieva, hot topics were discussed such as the state of the world economy, quota reform, the distribution of SDRs, surcharges and penalties that apply to loans contracted, the fight against poverty, debt issues, the effectiveness of public development assistance with the scarcity of resources, climate change and governance within the IMF, in terms of representativeness of states and regional groups.

The Minister of Economy and Finance and his peers have requested from the IMF to obtain a voice for sub-Saharan Africa within the IMF board of directors. Donors also insisted on the support needed by the Guinean State after the disaster recorded following the fire at the hydrocarbon fuel depot in Conakry. And good news: already 70 million dollars ready to support Guinea in curbing the fuel crisis!

Measures must be considered to enable the Guinean State to cope with these exceptional circumstances. For example, the Simandou megaproject, given its importance and size, will benefit from strong attention from international financial institutions in relation to what it will bring to the Republic of Guinea.

It is a set of strong and imminent actions from which the country benefits for the effective realization of this gigantic project, which will undoubtedly propel Guinea to the rank of emerging countries.

With the management of Minister Mourana Soumah, a pure product of the ENA in Paris, this first mission to Washington was a real success recorded by our country during this spring assembly. Donors from all walks of life have renewed their commitment to supporting Guinea's development.

This high-level mission, this successful meeting in Washington, allowed Minister Mourana Soumah to find the right ladder that the government must use to climb the ladder and propel the evolution of the Guinean economy under the leadership of the leader. of State, General Mamadi Doumbouya.

That's not all. But while waiting for the results of the actions carried out during this first half of the year and which will announce their fruits by the end of the year, Minister Mourana Soumah is increasing the number of good initiatives in order to restore strength, health and resilience to the economy Guinean.
